Apparently, the answer depends on what side of the aisle you sit on. The Government Accountability Office released a report in late January, the title of which says it all: “PPACA; Effect on Long-Term Federal Budget Outlook Largely Depends on Whether Cost Containment Sustained.” In essence, it depends. Legislators in Washington are putting their own spin on it, each party using the report to their advantage. If you ask a Republican, the GAO report projects a $6.2 trillion dollar addition to the deficit over the next 75 years due to PPACA. (Read all about it in this article from The Hill). If you ask a Democrat, the GAO report projects an overall decrease to the deficit as a result of PPACA. (Read about it here in this article from Washington Examiner.) Perhaps you should be the judge.
